ESMA opens interactive rulebook

The European Securities and Markets Authority's new Interactive Single Rulebook is online now.

The rulebook aims to give readers a comprehensive overview of (and easy access to) all so-called "level 2 and level 3 measures" that ESMA has taken in relation to this or that "level 1 text." The purpose of the online book is to facilitate the consistent application of the EU single rulebook in securities markets. ESMA’s objective is to provide an interactive version for each "key level 1 text" under its ambit as time goes by.

To read the book, readers should click on the relevant tags, which signal the existence of Implementing Acts (“IA”) or Delegated Acts (“DA”) that the European Commission has perpetrated. These include so-called technical standards that ESMA has developed and the European Commission has endorsed, knowns as RTS or ITS) and ESMA's guidelines and opinions.

ESMA says that it does not 'assume' any liability for the book's content, although the libel laws of the various nations of the EU might have something different to say on that score. For the actual text of EU law, users should refer to the Official Journal of the European Union.
